Dogs should not eat flour and milk is not good. You have to find another recipe, or do not bother to make candies.

I agree with the last answer. Look at Google. Wheat in any form is bad for dogs. They are not designed to digest, too. Regular flour bleached wheat flour is even worse. Login to use skim milk or lactose-free milk substitute. Go to store rice and flour and proper "milk" before you want with them or search for "home-made grain-free dog / cookies.
